How can I setup a home recording studio with a low budget of money and a non experienced producer?

Author: I want to become a hip hop producer but I have no equipment and I don’t know what I need and I ahve very little money to work with. The home recording studio is gonna be in a bedroom.

Even Hip Hop requires a little bit of production experience to get going.
Not including my computer, I paid $3,000 for my bedroom studio equipment. Although I can produce "air quality" music it is more because of my experience, knowledge and years of learning.

There really isnt a "superstar producer in a box" type of system that you can get on the cheap.
You’re gonna need several thousand $$$’s worth of equipment to actually get into producing an original track, an a good computer is a big slice of that pie.
My suggestion to you is to start very very small with a loop based sampling program [like Acid] and get used to chopping up and putting together samples of existing songs. Putting together a halway decent beat with very little equipment will help you in the long run because you’ll learn on your own what you need to make the type of beats that you want to make and how to incorporate that with a vocal to make an actual track instead of just beats.
Noone can tell you what type of equipment to get…only you can decide that. For example, some people will tell you that you MUST get a keyboard, but if you plan on doing sample based production, then you dont need one….see what I’m saying?
Start with a loop based program. Grind on that and get your plan together.
