Was the audio recording on Der Riese a false hope?

Author: Ok, so anyone who is a nazi zombie fan has heard the audio recording on Der Riese about element 115 in America. Was that originally planned to be a new map, or just a pointless recording?
Im pretty sure they were planning on making a 4th map pack that wouldve been set in area 51 but instead they just decided the start working on Black Ops. There are rumors ive heard that their gunna put nazi zombies in Black Ops but im not sure. Regardless, you havent seen the last of Treyarch and zombies
